DUBAI, United Arab Emirates — The UAE Ministry of Higher Education and Scientific Research has revoked the institutional licence and program accreditation of Ajman-based Horizon University College after finding repeated violations of the country’s higher education regulations.
The ministry said the college is no longer allowed to carry out any higher education activity, including teaching, recruiting new students, promoting programs, awarding qualifications or issuing transcripts.
Officials said the decision was taken after serious and repeated breaches of institutional and academic rules that affected educational quality, the reliability of academic outcomes, institutional stability and student rights.
The ministry said it is working with local authorities to help affected students move to other accredited higher education institutions so their studies can continue with minimal disruption.
A joint task force has been formed to oversee the transfer process and protect students’ academic records and rights. The ministry urged students and parents to follow its official channels for updates and guidance.
MoHESR said the move reflects its commitment to strict oversight of the UAE’s higher education sector and to maintaining standards that support the country’s academic reputation and global competitiveness.
The ministry also pointed to a previous case in December 2025, when it withdrew recognition of qualifications issued by Midocean University after inspections found major compliance violations. Those degrees were later deemed unacceptable for employment or professional use in the UAE.
Further updates on the transfer process are expected as the ministry continues coordinating with institutions and stakeholders.
